Keynote Luncheon: Electric Reliability Under New Air Regulations
The states and the utility sector are preparing to respond to a
combination of federal regulations designed to reduce emissions from
electric power plants. In addition, some regulations will affect water and
waste systems of certain plants. While compliance
will occur gradually
over the next decade, questions have been raised about the reliability of
the electric power system as the industry responds to the new regulations
and states consider the impact of these changes. This keynote session will

Landmark Public Buildings Innovation: Energy Measurement, Management,
Verification, and Savings
A number private sector firms are partnering with states to offer unique
building technology applications that measure and manage energy use and
ensure the persistence of energy and cost savings. Learn how Massachusetts
is changing the face of the public buildings sector in partnership with
EnerNOC as they deploy an Enterprise Energy Management System (EEMS) across
410 buildings and 17 million square feet of state facilities. This historic
project is the first of its kind and could be adapted for integration with

Industrial Efficiency and Competitiveness: The Untapped
Engine
The industrial sector is a critical element of the U.S. economy and
supports an estimated 18.6 million direct and indirect jobs, or about one in
six of private sector jobs in 2009. At the same time, the sector also
represents around thirty percent of energy consumption in the U.S. and
presents a major opportunity for dramatically reducing energy intensity,
while improving productivity and economic viability. This session

Moving the Market through Building Energy Rating, Benchmarking, and
Disclosure
Building energy benchmarking is emerging as an important policy tool to
increase consumer awareness and spur private investment in energy
efficiency. Several state and local governments have operated successful
benchmarking and disclosure programs for public building portfolios over the
years. Increasingly, state and local governments are expanding these
policies and enacting new ones for privately-owned buildings. Energy rating
legislation was proposed in seven states in 2011, and interest in policies
is expected to continue to increase. Speakers in this session will address
how benchmarking policies and programs have impacted the energy efficiency
market in their jurisdictions.

SEP FY10 Competitive Update: Stimulating Efficiency Action in States Under
