The following are confirmed presenters for the NASEO 2011 Annual Meeting:
Jim Arwood
Southwest Regional Coordinator, NASEO
Jim Arwood has been working in the energy field for five decades. He started right out of high school as a roughneck in the Kansas oil fields and spent his summers between college semesters working on pipeline maintenance in the natural gas industry. In 1978 he served on the Phoenix Steering Committee for Sun Day, which was the solar energy equivalent of Earth Day. After a four-year stint as a newspaperman, Mr. Arwood started his career in state government at the Arizona Solar Energy Research Commission. During his state government career he served in numerous capacities managing federal energy programs at the state level, culminating in his appointment by then Governor Janet Napolitano, as Director of the State Energy Office in 2006. In that position Mr. Arwood was responsible for the development and implementation of Arizona's American Recovery and Reinvestment Act (ARRA) Programs, including the State Energy Programs ($55.7 million), Weatherization Assistance Program ($57 million), Energy Efficiency and Conservation Block Grant ($9.6 million), Energy Star Appliance Rebate Program ($6.2 million), and the Energy Assurance Program ($796,410). Today, Mr. Arwood is consulting to the National Association of State Energy Officials as a regional coordinator and helping to document ARRA success stories at the state and local level.

Sara Banaszak
Vice President and Chief Economist, America's Natural Gas Alliance
Sara Banaszak serves as ANGA's Vice President and Chief Economist. guiding ANGA's research and analysis to help the organization develop policies that appropriately reflect the potential newly accessible, abundant natural gas supplies have to change the American energy landscape.
Sara comes to ANGA with a strong background in international and domestic policy and energy economics, having spent 15 years working on natural gas issues. She joined ANGA in 2011, after spending six years at the American Petroleum Institute as senior economist. There she played a key role in investigating the economic impacts of policies affecting the oil and gas industry.
Prior to her time at API, Sara enjoyed successful stints at PFC Energy, where she was a director for the Gas Group and Gas Policy Service; at the U.S. Department of Energy's Office of Fossil Energy; and at the U.S. Energy Information Administration.
Sara graduated cum laude from the University of Pennsylvania with a degree in international relations, holds a Masters in Science from the University of Hawaii and is pursuing her PhD in Business Administration at the George Washington University.

Motice Bruce
Director of the Energy Division, Mississippi Development Authority (MDA)
Dr. Motice Bruce is the Director of the Energy Division of the Mississippi Development Authority (MDA). Dr. Bruce oversees programs for energy development initiatives for delivering energy efficiency services to all sectors of the economy. Her energy team trains industry, schools, hospitals, homeowners, and business officials on how to manage energy usage and utilize new technology to reduce energy consumption. Dr. Bruce brings extensive experience from both the public and private sector in administration, business and finance. She holds a Bachelor's Degree in Political Science, a Master's Degree in Public Policy and Administration, and a Doctorate of Education in Organizational Leadership. She has postgraduate studies in finance and business administration. She currently serves as a member of the Mississippi Economic Development Council; MDEQ Title V Advisory Board; and Southeast Energy Efficiency Alliance Board of Directors.

Michael Burke
Chair and Founder, San Antonio Clean Technology Forum
Michael D. Burke is Chair and Founder of the San Antonio Clean Technology Forum, a major sustainability initiative he founded in early 2008. He is also president of MOB Capital Ventures, a venture capital firm. He was formerly Director, President and Chief Executive Officer of EOTT Energy Corp., the largest independent marketer and transporter of crude oil in North America.
Prior to joining EOTT Energy Corp., Mr. Burke served as Director, President and Chief Executive Officer of Tesoro Petroleum Corporation from 1992 to 1995. From 1980 to 1992, Mr. Burke held a number of senior executive positions with Texas Eastern Corp., including group Vice President-Products and President/Chief Executive Officer of TEPPCO Partners, L.P. Mr. Burke currently serves on the boards of Reasoning Mind, Inc. and Nutraceutical International Corporation.

Andrew Burr
Director of the Building Energy Rating Program, Institute for Market Transformation
Andrew Burr is director of the Building Energy Rating Program at the Institute for Market Transformation, where he provides technical guidance to policy makers and government agencies, outreach to the real estate and utility sectors, and advocacy for legislative and regulatory policy. He has presented on U.S. building performance policy throughout the United States and in Europe and China, and has co-authored papers on building labeling with the New York City Mayor's Office and the China Ministry of Housing.
Andrew was previously a reporter and senior editor with CoStar Group, an international commercial real estate information firm, where he launched and managed the company's editorial coverage of energy and sustainability issues. His articles have spawned coverage in the New York Times, BusinessWeek Online and other publications. Andrew received a bachelor's degree in political science from Bucknell University.

Julián Castro
Mayor, City of San Antonio
Julián Castro was elected Mayor of San Antonio on May 9, 2009. A 35-year-old San Antonio native, Mayor Castro is the youngest mayor of a Top 50 American city.
In 2001, at the age of 26, Castro became the youngest elected city councilman at that point in San Antonio history. Throughout his tenure in public service, Mayor Castro has championed a vision of economic growth and a top-notch quality of life for all San Antonians.
Befitting those goals, Mayor Castro has placed an emphasis on education during his first term in office with a goal of positioning the city to attract the jobs of the future. His initiatives include a holistic approach to raising local educational attainment levels by increasing city participation in early childhood education, high school dropout prevention and comprehensive higher education counseling.
In 2005, Castro founded The Law Offices of Julián Castro, PLLC, a civil litigation practice. He has served on the board of Family Services Association, the Clear Channel San Antonio Advisory Board and the San Antonio National Bank Advisory Board. In addition to his community service, Mayor Castro has taught courses at The University of Texas at San Antonio, Trinity University, and St. Mary's University.
Mayor Castro earned his undergraduate degree from Stanford University with honors and distinction in 1996 and a juris doctorate from Harvard Law School in 2000. He is married to Erica Lira Castro, an elementary school teacher, and they are the proud parents of a baby girl, Carina, born in March 2009.
Mayor Castro's brother, Joaquin, serves in the Texas House of Representatives.

Chuck Clinton
Lead Regional Coordinator, NASEO
Chuck Clinton currently serves as Senior Advisor and Lead Regional Coordinator for the National Association of State Energy Officials (NASEO), an organization he helped found in 1986.
His twenty-nine year career (1978-2007) as director of the DC Energy Office (DCEO) not only enabled him to build up a comprehensive energy program for the nation's capital, but also provided him a unique opportunity to serve as a leader of national organizations representing both state and local governments. Mr. Clinton served as chairman of the Conference of Local Energy Officials (CLEO), a component of the National League of Cities (NLC), as well as a long time board member of the Urban Consortium Energy Task Force; he served many terms as a board member of NASEO, in addition to being its original treasurer. Mr. Clinton also served many years as chair of the Metropolitan Washington Council of Governments (WashCOG) Energy Policy Advisory Committee (EPAC). In addition to exerting leadership on behalf of state and local energy efficiency and renewable energy challenges, domestically, he has been invited to and consulted with the energy leaders of Moscow, Rostov on Don, Russia; Beijing, Shanghai, China; Seoul, Korea; London, England; and Paris, France.
Mr. Clinton's second career is now devoted to working with and through NASEO in order to help the energy offices of all U.S. states and territories in developing and implementing effective energy efficiency and renewable energy programs, especially those funded under the American Recovery and Reinvestment Act (ARRA) of 2009.
His academic credentials include the Program for Senior State and Local Government Officials at the Harvard John F. Kennedy School of Government, and BA degrees from the Catholic University of America, Washington, DC and Borromeo College, Cleveland, OH.

Leslie Cook
Program Manager, US EPA's ENERGY STAR Commercial Buildings Program
Leslie Cook is a Program Manager with the US EPA's ENERGY STAR Commercial Buildings program and works with state and local governments to protect the climate through increased energy efficiency in new and existing buildings. Ms. Cook has a BA in Environmental Studies from Marietta College and a Master's in Environmental Science and sustainable buildings from Miami University. Prior to her time with ENERGY STAR, she spent a year working with the EPA Green Building Workgroup as a National Environmental Management Studies Fellow.

Elizabeth Craig
Director of the Office of Atmospheric Programs, U.S. Environmental Protection Agency
Elizabeth Craig is currently acting as the Director of the Office of Atmospheric Programs in the U.S. Environmental Protection Agency’s Office of Air and Radiation in Washington, DC. She began acting in this position in January 2011. She is responsible for managing pollution reduction programs related to Acid Rain, Stratospheric Ozone Depletion, and Climate Change. This work is carried out under the U.S. Clean Air Act, and international agreements such as the Montreal Protocol on Substances that Deplete the Ozone Layer and the Framework Convention on Climate Change. Ms. Craig is engaged in a variety of policy activities, including the environmental aspects of electric utility industry restructuring, market-based emissions trading programs, and efforts to reduce greenhouse gas emissions through voluntary as well as regulatory climate change programs.
She was appointed as the Director of the Climate Protection Partnerships Division in the Office of Atmospheric Programs last fall. There she manages many of the Agency’s industry partnership programs designed to remove market barriers and reduce greenhouse gas emissions while saving businesses and consumers money.
These programs include the EPA’s flagship voluntary program, ENERGY STAR, which offers energy efficiency solutions across the residential, commercial and industrial sectors: partnership programs to promote renewable energy and combined heat and power; and a State partnership designed to promote clean energy policies with state decision-makers.
Elizabeth joined EPA in 1984 and has held a number of senior positions prior to her current position: Deputy Assistant Administrator for the Office of Air and Radiation, Deputy Director of the Office of Technology Operations and Planning in the Office of Environmental Information, Director of the Agency's Budget Division in the Office of the Comptroller, and Director of the Office of Grants and Debarment. Elizabeth served as Acting Assistant Administrator for Air and Radiation during the spring of 2009. Elizabeth has a Masters in Public Administration from The George Washington University and received her Bachelors degree from Mary Washington College. She received the President's Meritorious Executive Award in 2006.

Molly R. Cripps
Director, Tennessee Department of Economic and Community Development’s (ECD) Energy Division
Molly R. Cripps serves as Director of the Tennessee Department of Economic and Community Development’s (ECD) Energy Division. ECD Energy Division oversees the State Energy Program, Energy Efficiency Conservation Block Grant Program, State Energy Efficiency Appliance Rebate Program, State Gov’t Energy Assurance Capabilities Grant, Tennessee Clean Energy Technology Program, and various special projects focusing on energy efficiency, renewable energy, and electric vehicles.
Cripps currently oversees the 5MW West Tennessee Solar Farm project, part of the Volunteer State Solar Initiative. The array will be one of the largest installations in the Southeast when completed. ECD Energy Division also participates in the Pathway Lending Energy Efficiency Loan Program, a public-private partnership that has leveraged state, private and utility capital. Cripps serves on the Tennessee State Advisory Board for the Electric Vehicle Project and the Energy Efficient Schools Initiative Council.
Cripps was previously a Grants Program Manager for the Energy Division, with a focus on American Recovery and Reinvestment Act program compliance. Prior to joining ECD, Cripps practiced law for over 11 years, eight of which were spent representing local governments.
Cripps attended the University of Tennessee at Knoxville where she graduated Phi Beta Kappa with a B.A. in History and Political Science in 1994. She graduated from Vanderbilt University School of Law in 1998. She is a native of Tennessee and currently resides in Nashville.

Todd Currier
Assistant Director, Washington State University Energy Program
Todd Currier has three decades of experience in energy efficiency program development, implementation and evaluation - the last 25 of which have been in supervisory and management positions.
Currier is currently Assistant Director at the Washington State University (WSU) Energy Program. He represents the organization in a variety of forums at the state, regional and national levels.
He is the leader of professional and technical staff members engaged in building science and research, building code development and implementation, indoor air quality improvement, workforce development issues and trends, federal and local government resource conservation programs, industrial energy efficiency, renewable energy programs and technology, energy efficiency upgrades for middle income homes and small businesses, program evaluation and data analysis.
Prior to his role with the WSU Energy Program, he served as the Assistant Energy Services Manager and the Assistant Energy Conservation Manager for Tacoma Power and Tacoma Public Utilities. Currier also applied his energy expertise in former roles with the City of Tacoma and Seattle City Light.

Nick d'Arbeloff
Vice President of Energy Efficiency Solutions, EnerNOC
Nick is Vice President of Energy Efficiency Solutions at EnerNOC and Co-Chair of the New England Clean Energy Council. Prior to joining EnerNOC, Nick d'Arbeloff was President of the New England Clean Energy Council. He is a veteran entrepreneur, having held senior positions in a number of technology companies and start-ups over the past 20 years. Before joining the Council, he was the CEO and founder of Conjoin, a developer of sales productivity software for corporate sales teams. The company was acquired by Intranets.com (subsequently acquired by WebEx). Previously, Nick co-founded and served as VP Marketing for Wildfire Communications, which brought to market a voice recognition-based electronic assistant for managing all of an individual’s telephone activities. Wildfire was acquired by Orange PLC, now a subsidiary of France Telecom. Nick also served as Vice President of Marketing for C-bridge Internet Solutions, Director of Marketing for PRI Automation, and Product Manager for Apollo Computer. Nick is a representative of The Climate Project, trained by former Vice President Al Gore to educate audiences about the science underlying global climate change. He serves on the Board of the Carlisle Conservation Foundation and the Mass Audubon Council. He is also the author of Excessive Entanglement, a novel, published in 2008. Nick holds a BA from Georgetown University.

Robert M. Day
Partner, Black Coral Capital
Rob Day is a Partner with Black Coral Capital, based in Boston. He has been a cleantech private equity investor since 2004, and acts or has served as a Director, Observer and advisory board member to multiple companies in the energy tech and related sectors, currently including Digital Lumens (www.digitallumens.com), Next Step Living (www.nextsteplivinginc.com), Powerit Solutions (www.poweritsolutions.com), and Zeta Communities (www.zetacommunities.com).
Rob serves as the Co-Chairman of the Board of Directors for the Clean Economy Network Education Fund (www.ceneducationfund.org), and also is the Chairman of the Cleantech Open – Northeast Region. Rob was previously a co-founder of the Renewable Energy Business Network, a non-profit organization which was acquired in 2009 by the Clean Economy Network. Since 2005 he has also authored the website Cleantech Investing (www.cleantechvc.com), which currently appears on GreentechMedia.com.
Formerly a consultant with Bain & Company, Rob has worked with companies and evaluated private equity transactions in the energy/ utilities, telecom, IT, medical/pharmaceutical, and retail industries. Earlier in his career, Rob was a member of the World Resources Institute's Sustainable Enterprise Program, where he co-authored the report The Next Bottom Line: Making Sustainable Development Tangible.
Rob received his MBA at the Kellogg Graduate School of Management (Northwestern University), and his BA at Swarthmore College.

Tanuj (TJ) Deora
Director, Colorado Governor's Energy Office
TJ is the Director of the Governor's Energy Office (GEO). Prior to joining the GEO, TJ led policy advocacy efforts as Senior Manager in Horizon Wind Energy’s government affairs team where he focused on promoting investment-friendly environments at the state and regional level across the eastern US. Earlier he led Horizon’s market and transmission development in New England and early stage project development efforts in the Rockies. In that role, TJ developed projects in Kit Carson, Cheyenne, and Baca counties, and he helped found and served as co-chair of the Colorado Renewables and Conservation Collaborative, a voluntary industry working group. TJ has served on the boards of the Interwest Energy Alliance, the Colorado Independent Energy Association, and Renewable Energy New England.
Before joining Horizon, TJ was a consultant with McKinsey's energy practice, based in Washington DC, where he served utility and industrial clients. He earlier worked in Calpine’s energy trading group in Houston, analyzing the performance of their fleet of natural gas-fired power plants and guiding trading strategy. TJ started his career as a engineer for The Dow Chemical Company in engineering, operations, R&D, and business development roles. He holds a bachelors of science in mechanical engineering from the University of Texas in Austin and a masters of business administration from Harvard Business School. TJ spent two years serving as a Peace Corps volunteer in Jamaica.

Cris Eugster
Chief Sustainability Officer, CPS Energy
Cris leads the transformation for CPS Energy and the San Antonio community toward a more sustainable future as measured by economic value, environmental benefit, and social progress. Key areas include greater energy efficiency, renewable power sources, distributed generation, and consumer participation and involvement.
Dr. Eugster was the first Chief Officer for Sustainable Growth for the City of Houston, reporting directly to Mayor Bill White. The mission of the office is to develop and support programs that enable “sustainable growth” for the region and continued prosperity for the fourth largest city. Dr. Eugster worked with leaders across the community and within city government to design and implement programs that made Houston more energy efficient, accelerated adoption of renewable power, reduced waste streams to landfills, and supported clean air and water policies for the region.
Dr. Eugster was previously a Partner with McKinsey and Company, an international management consulting firm, serving senior clients on market transformational strategies. He received his PhD and MS in Electrical Engineering from MIT, specializing in quantum transport in semiconductor devices. He received a BS in Electrical Engineering from Texas A&M University. He holds two patents and has numerous technology and business publications.

Bill Fay
Executive Director, BEECN and EECC
Bill Fay is currently Executive Director of two broad-based national coalitions advocating for building energy efficiency:
- The Building Energy Efficient Codes Network (BEECN), which focuses on national initiatives before Congress, federal/state/local governments, the media and others; and
- The Energy Efficient Codes Coalition (EECC), which works within the ICC's national energy code development process and authored “The 30% Solution,” which will employ available, "state-of-the-shelf" technologies to boost the 2012 energy efficiency codes for homes by 30 percent.
Bill has more than 25 years organizing, managing, and leading industry trade associations and national issue coalitions. In his seven years on Capitol Hill, he worked in both the U.S. Senate and House of Representatives as legislative director to members of Congress serving on Senate Appropriations; Energy & Natural Resources; Environment & Public Works and Finance Committees and House Transportation & Infrastructure Resources and Agriculture Committees.
A native of Idaho, Bill has degrees in accounting and political science, passed the Uniform Certified Public Accountants exam and has a strong background in energy, environmental, transportation, tax and natural resource policy and regulation.

John Felmy
Chief Economist, American Petroleum Institute
John Felmy is API’s chief economist. He currently serves as one of API’s principal spokespersons. Felmy discusses energy market issues and trends, energy’s influence on various economies and policy implications with policy makers, news media and the public. As a chief economist, Felmy is responsible for overseeing economic, statistical and policy analysis of the Institute. He has more than 25 years experience in energy, economic and environmental analysis.
Felmy has participated in numerous newspaper, radio and television interviews on a wide range of issues affecting the oil industry, including gas prices, tax structures, policy, earnings reports and energy markets.
Felmy served as director at Princeton Energy Research before joining API. He also spent 11 years with DRI under McGraw-Hill, forecasting the oil and energy industry.
Felmy received bachelors and masters degrees in economics from The Pennsylvania State University and a Ph.D. in economics from The University of Maryland.

Kathey Ferland
Program Manager, Texas Industries of the Future
Ms. Ferland initiated the Texas Industries of the Future (IOF) program in Fall 2000 at The University of Texas at Austin in the Center for Energy and Environmental Resources. She is responsible for all aspects of program development, fundraising, and implementation of the Texas IOF program. Currently Ms. Ferland is working with DOE and the US Council for Energy-Efficient Manufacturing on the development of the Superior Energy Performance, an ANSI-accredited energy-efficiency plant certification program.
Texas IOF was recognized by the Industrial Energy Technology Conference in 2008 for its national leadership in energy conservation and environmental stewardship and in 2010 by the American Council for an Energy Efficiency Economy.
Prior to starting Texas Industries of the Future, Ms. Ferland managed an industrial pollution prevention technical assistance program at the Texas Commission on Environmental Quality’s predecessor agency, the Texas Natural Resource Conservation Commission. This program was recognized with four national awards.
Ms. Ferland has an MS in Technology Commercialization from the IC2 Institute at The University of Texas at Austin and a Masters in Regional Planning from the University of North Carolina at Chapel Hill.

Jeffrey A. Finkle
President/CEO, International Economic Development Council
Whether on a neighborhood or national scale, economic development is a complex, demanding endeavor. It requires financial skills, political acumen and the ability to gauge the social benefit that will result from a given undertaking. Since the late 1970s, Jeffrey A. Finkle has demonstrated mastery of all those skills, applying them worldwide—from his native Ohio to the Far East and most points in between.
This experience has made Jeff Finkle a recognized leader and international authority on economic development. As President and CEO of the International Economic Development Council (IEDC), the world’s largest economic development membership organization, he contributes his expertise on community revitalization, business development and job creation to projects nationwide. Jeff has established multi-lateral partnerships with regional and national economic development organizations around the world and currently sits on the Consultative Committee of World Association of Investment Promotion Agencies (WAIPA). He has advised on economic development in China, Europe, Latin America, and Oceania. He now serves on the Board of Directors for Climate Prosperity. Inc., a company based on creating important regional economic outcomes -- green savings, green opportunity, and green talent -- while reducing greenhouse gas emissions.
He is also a leader in community service and philanthropy. In 2005, Jeff organized 250 economic development volunteers to work in Gulf Coast communities endeavoring to recover from Hurricane Katrina. He also founded the Bollinger Foundation, a non-profit organization that provides financial assistance to educate and support children who have lost one or more parent who worked in the field of economic development. The foundation to date has awarded approximately $500,000 in grants.
A former Deputy Assistant Secretary in the U.S. Department of Housing and Urban Development, where he oversaw programs such as Community Development Block Grants and Urban Development Action Grants, Jeff writes and lectures frequently about economic development issues and advises Congressional Committees. His vigorous support of the use of eminent domain to promote economic development, upheld by the U.S. Supreme Court, garnered him national media attention, including appearances on CBS Sunday Morning, Fox television and the Journal Report on PBS.
With the formation of IEDC in 2001, Jeff set the course for a more effective and influential economic development organization. IEDC resulted from the merger of the Council for Urban Economic Development (CUED), where Jeff was president for 15 years, and the American Economic Development Council (AEDC). Addressing significant financial and organizational challenges, Jeff has grown IEDC to a $5 million annual operation with 30 employees. IEDC is recognized for its leadership in making sustainable economic development a priority in communities of all sizes and for professionalizing and diversifying the field of economic development.
A past member of the Arlington Virginia Economic Development Commission, he served on its BRAC Task Force in 2005, dealing with issues that directly impacted 4 million square feet of Arlington office space and 17,000 jobs. He sits on the Executive Committee of the Commission.
Jeff maintains a long-standing relationship with Ohio University’s Voinovich School for Leadership and Public Affairs and serves on the School’s Institute for Local Government Administration and Rural Development Advising Committee, where he regularly participates in programs of direct benefit to Appalachia Ohio. In this capacity, he worked closely with Ohio governors as well as other political and community leaders throughout the state. He received a Bachelor of Science degree in communications in 1976 from Ohio University in Athens and pursued graduate studies in business administration at Ohio State University.

Andrea Fogue
Green Building Services Manager, Oregon Department of Consumer and Business Services
In 2009 Andrea Fogue joined the Oregon Department of Consumer and Business Services to manage the state’s first green buildings program and legislative affairs for the Building Codes Division. Prior to joining state service Ms. Fogue was a Senior Intergovernmental Relations Associate for the League of Oregon Cities for nearly 10 years, lobbying and managing their Hometown Voices grassroots advocacy program.
While with the League of Oregon Cities, Ms. Fogue served as the local government liaison to the Northwest Energy Efficiency Alliance to promote energy efficiency and conservation in local governments throughout Oregon. Work with the Alliance entailed close communication with local government officials in over 240 cities and 36 counties in Oregon, as well as establishing key partnerships with the private sector, utilities, and non-profit organizations. She leveraged public and private resources to focus on energy conservation, efficiencies and renewables to promote sustainable communities across the state.
Before coming to Oregon Ms. Fogue was the Assistant Director of Governmental Affairs for the Iowa League of Cities and served as a Chief of Staff in the Iowa Senate. Ms. Fogue studied in London, England where she interned in Parliament before graduating from Central College in Pella, Iowa.
In addition to energy issues, Ms. Fogue’s portfolio has included transportation, finance, economic development, public safety, environmental, water-wastewater, and telecommunications policy. Ms. Fogue has spent close to 15 years in public service representing local and state government before local, state and federal policy makers.

Todd Foley
Senior Vice President, Policy & Government Relations, ACORE
Todd Foley, ACORE’s Senior Vice President, Policy & Government Relations, leads strategic integration of policy development, research, external communications and interaction with Federal and state government and regulatory officials. He has over 25 years experience in Federal and state policy, renewable energy market design and business development. Prior to joining ACORE, he directed global and US policy, market development and communications for BP Solar. Anna Garcia
Supervisor, State Energy Program in the Office of Energy Efficiency and Renewable Energy
Anna Garcia is the Supervisor of the State Energy Program in the Office of Energy Efficiency and Renewable Energy. In this role, Ms. Garcia provides leadership to maximize the benefits of energy efficiency and renewable energy through technology deployment, accessing new partnerships and resources and communications and outreach activities.
Prior to joining the Department of Energy, Ms. Garcia served as Executive Director of the Ozone Transport Commission (OTC), the organization of 12 states and the District of Columbia created by Congress in 1990 to assess and coordinate the development of policies to reduce regional ground-level ozone or "smog" in the Northeast and Mid-Atlantic states. Before joining OTC, she was Director of Operations and State Programs for the non-profit Center for Energy and Climate Solutions, a division of the Global Environment and Technology Foundation. She provides unique environmental and energy expertise in creating partnerships with and among state agencies to design multi-pollutant strategies that have both environmental and economic benefits.
Ms. Garcia holds a Bachelor of Arts in Biology from Princeton University and an Executive Masters of Business Administration from George Washington University.

Jeffrey C. Genzer
General Counsel, National Association of State Energy Officials
Jeffrey C. Genzer joined Duncan, Weinberg, Genzer & Pembroke, P.C. in 1985. His practice has concentrated on energy and environmental counseling and litigation. He has worked on electric and natural gas ratemaking, energy project development, bulk power supply, transmission system issues, contract negotiation, franchise and municipalization issues, alternative energy sources, conservation and energy efficiency programs, including demand-side management and integrated resource planning programs.
In the environment area he has been involved especially in Clean Air Act and Toxic Substances Control Act issues and all phases of environmental reviews for energy projects.
He has appeared before a variety of federal agencies and state and federal courts, including the Federal Energy Regulatory Commission, the U.S. Department of Energy, the U.S. Environmental Protection Agency, and a variety of state commissions, agencies and courts. He also has an active federal legislative practice. He has worked with a number of local and state governments throughout the United States from New York to Hawaii. Mr. Genzer presently serves as General Counsel to the National Association of State Energy Officials, the National Association of Energy Service Companies, the National Energy Assistance Directors' Association and the Energy Programs Consortium. He has spoken on numerous occasions, especially on federal legislative activities, energy, environmental and utility issues.
Prior to entering law school, Mr. Genzer served as a Peace Corps Volunteer in Micronesia. He worked on a number of development projects and served as the first energy planner in the region. Mr. Genzer supervised, planned, and constructed numerous water systems and other construction projects. He also prepared legislation and successful grant proposals. While in law school, Mr. Genzer was employed at the National Consumer Law Center.
He monitored legislative and regulatory activities and wrote legal and policy memoranda in the field of energy law. After his second year of law school, Mr. Genzer clerked for Duncan, Weinberg, Genzer & Pembroke, P.C. Prior to returning to the firm, he served as Staff Counsel to the Committee on Energy and Environment of the National Governors' Association. In that role he drafted legislation in the energy and environmental area, and served as the chief energy lobbyist for the Association. He provided legal analysis for the Governors on such issues as electric utility regulation, nuclear waste, oil overcharge refunds, toxic victims compensation, and natural gas regulation and a variety of environmental issues. Mr. Genzer also coordinated the activities of the state energy offices. His practice is focused on energy, environmental, utility and legislative matters.

Donald Gilligan

Donald Gilligan is the President of NAESCO. He is responsible for coordinating NAESCO's federal and state advocacy activities as well as its relationships with other national and regional energy efficiency organizations. Mr. Gilligan has worked in the energy efficiency industry since 1975, as a consultant, entrepreneur, and state government official. He is the author and co-author of a number of reports on energy efficiency and the growth of the ESCO industry, which have been published by NAESCO and the Lawrence Berkeley National Laboratory, and is a graduate of Harvard University.

Larry Godleski joined Constellation Energy's Retail Energy Efficiency business in 2009, leading Energy Efficiency regional sales across the Northeast.
In his position, Larry incorporates his expertise of strategic business development to grow an industry leading energy efficiency practice and to lead a regional sales effort to position Constellation Energy as the nation’s leading supplier of energy efficiency and sustainable solutions. Larry is responsible for guiding a team focused on the development of performance-based efficiency and sustainability strategies across the Northeast directed toward maximizing efficient energy utilization and budget certainty.
Prior to working with Constellation Energy, Larry spent 12 years working with clients in the development of self funded performance-based efficiency and sustainability strategies. Drawing upon his years of experience in the energy industry, Larry maintains a solid understanding of the logistical and financial components associated with complex energy projects, as well as the dynamics associated with evolving energy markets.
Larry earned a Bachelor of Science degree in Business Administration from the California University of Pennsylvania.

Britta Gross
Director, Global Energy Systems and Infrastructure Commercialization, General Motors
Britta K. Gross is Director, Global Energy Systems and Infrastructure Commercialization for General Motors. In this role, she is responsible for steering the development of hydrogen and electrical infrastructures required to support the deployment of GM’s rapidly developing electric propulsion vehicle technologies, based on fuel cells and plug-in batteries.
Gross has an extensive and diverse background in Automotive and Aerospace industries. She began her career in 1983 with Hughes Space & Communications in Los Angeles, leading Mission Design and Systems Engineering teams developing satellite programs. In 1995, she transferred to Opel in Russelsheim, Germany where she led a joint aerospace/automotive project that involved Hughes, GM, and Opel vehicle design engineers. After seven years in Europe, Gross returned to the U.S. and joined General Motors’ Advanced Vehicle Technology programs to work on the Hydrogen Fuel Cell Vehicle program.
Gross received a degree in Electrical Engineering from Louisiana State University in Baton Rouge, Louisiana and studied language arts at the University of Wurzburg in Germany. She serves on the Board of Directors of the National Hydrogen Association.
Gross resides in Florida with her two daughters.

Chuck Guinn
Northeast Regional Coordinator, NASEO
Chuck Guinn currently serves as Northeast Regional Coordinator for the National Association of State Energy Officials (NASEO), of which he was the founding Chairman.
His thirty-two years of experience in New York State government included being a member of the management team that founded the New York State Energy Office in 1976. Mr. Guinn was closely involved in the development of the various Energy Office Programs and became Deputy Commissioner in1980-1995. He served as the staff manager for the various New York State Energy Plan processes thus leading a broad interagency team developing policy and programs. Duties included representing New York in many National Governors Association energy task forces, representing New York in many regional and international working groups and working with local governments on program development. He was Chair of the State Energy Advisory Board to the Secretary of the U.S. Department of Energy.
In 1995 Mr. Guinn founded Strategic Guidance Associates to serve clients in the energy, environment and transportation fields. He served as an advisor to the World Bank on energy efficiency programs in emerging markets especially China and Brazil. This assignment covered over 10 years and 25 World Bank missions. Notable achievement of this activity was the successful introduction and development of energy performance contracting and energy service companies in China. Mr. Guinn is serving as the Advisor of the Coalition of Northeast Governors on energy policy and programs. He has worked with a number of states on program development activities.
Mr. Guinn is currently working with NASEO to help the Northeast States develop and implement effective energy efficiency and renewable energy programs, especially those funded through the American Recovery and Reinvestment Act of 2009.
His academic credentials include a BS in civil engineering from the Pennsylvania State University and a MS in civil engineering from Northwestern University. His honors include Sigma XI--National Science and Tau Beta Pi--National Engineering.

Dale L. Hahs
Executive Director, Energy Services Coalition
Dale L. Hahs is the Executive Director of the Energy Services Coalition, a national nonprofit organization composed of a network of experts from a wide range of organizations working together at the state and local level to increase energy efficiency through energy savings performance contracting (ESPC).
ESC is nationally regarded for having created the authoritative best practices assemblage of tools, guides and programmatic resources to maximize the benefits of energy savings performance contracting and hosts the only national competition of ESPC success per captita among the states and territories. ESC is a technical assistance provider for the Department of Energy and is responsible for scores of webinars, seminars and workshops as well as individualized state and local government programmatic and project design assistance. Energy Services Coalition chapters deliver unbiased outreach and education while managing the challenges of local markets.
Prior to the Executive Director role for the coalition, Dale served multiple terms as the President of the Board of Directors and has been engaged in the energy industry providing client solutions for over 20 years.

Jeffrey Harris
Senior Vice President for Programs, Alliance to Save Energy
Senior Vice President for Programs Jeffrey Harris originally joined the staff of the Alliance to Save Energy in September 2006 as Vice President for Programs after more than 25 years as a staff scientist with the Environmental Energy Technologies Division at Lawrence Berkeley National Laboratory (LBNL). He brings skills in research and analysis, including analysis of the energy-saving potential of proposed policies, project management, and fundraising. His areas of expertise include U.S. energy efficiency policy, international energy efficiency, utility and government sector energy efficiency programs, energy use in buildings and market transformation.
At the Alliance, Mr. Harris oversees the buildings and utilities; industrial; and international programs. He is responsible for maintaining and expanding existing programs; advocating for energy efficiency in the buildings and utilities, industrial, and international arenas; and supporting the development of market-based energy efficiency programs, both domestic and international. He also is responsible for overall management of the Building Codes Assistance Program.
From 1993 until joining the Alliance, Mr. Harris led the Government and Industry Programs Group at LBNL’s Washington, D.C., office. As principal investigator and project manager, he was responsible for planning, funding and directing research and analysis of energy-efficient government procurement, sustainable public buildings, market transformation, international public sector energy efficiency, measurement and verification of energy savings and policy-oriented behavioral studies.
From 1982 to 1990, Mr. Harris led the Buildings Energy Data Group of 30 LBNL staff scientists and research associates. He served as principal investigator for a multi-year project to compile and analyze data on measured performance of new and retrofitted energy-efficient buildings, systems and equipment, and directed studies of least-cost utility planning and other energy-efficiency utility programs and policies.
On detail from LBNL, he served from 1990 to 1993 in the U.S. Department of Energy’s (DOE) Office of Building Technologies as senior assistant to the deputy assistant secretary for building technologies. He developed DOE buildings initiatives for the National Energy Strategy, Energy Policy Act of 1992, and Climate Change Action Plan and evaluated the energy-savings potential of proposed legislation and DOE initiatives. Mr. Harris organized and chaired the international Consortium for Energy-Efficient Office Equipment.
Mr. Harris has an undergraduate degree in economics from Stanford and a master’s degree in urban and regional planning from the University of California, Berkeley.

Brian Henderson
Southeast Regional Coordinator, NASEO
Brian Henderson has over 35 years of experience in energy efficiency for both public and private organizations as a consultant, senior manager, department head, program designer and project engineer. He is currently an independent energy management consultant serving as the Southeast Regional Coordinator for the National Association of State Energy Officials (NASEO) helping to facilitate communications and provide technical assistance to 9 Southeast states and 2 territories.
For the past two years, Mr. Henderson has also been providing consulting services on behalf of the Natural Resources Defense Council (NRDC) encouraging greater energy efficiency in South Carolina, North Carolina and Georgia. He is also an energy consultant for The World Bank, as a member of an international team assisting in the design of energy efficiency programs. Previously, for over 12 years, Mr. Henderson was the Director of Energy Efficiency Services at the New York State Energy Research and Development Authority (NYSERDA) and for over 17 years held various positions with the New York State Energy Office. He has also served on the Board of Directors and held numerous officer positions with various national and regional energy related organizations. Mr. Henderson has a B.S. in Physics and a M.S. in Mechanical Engineering.

Dave Hewitt

Dave brings an exceptional mix of leadership, strategic planning and business development skills with him. Combined with his extensive technical project experience and strong familiarity with NBI's goals and relationships, Dave is uniquely suited to direct the Institute's continuing success and growth. Prior to joining NBI, Dave was a Senior Manager, Commercial Sector Initiative, at the Northwest Energy Efficiency Alliance in Portland. He managed the Alliance's commercial sector portfolio and directed the development of the Washington Sustainable Schools project. Under his direction, daylighting labs were established at five Schools of Architecture. Additional experience includes 12 years with Pacific Energy Associates in Portland serving as a technical consultant on several collaborative projects; Director of Research, Development and Evaluation for Northeast Energy Efficiency Partnerships; Director of the City of Portland Energy Office; and the first Executive Director of the Wisconsin Energy Conservation Corporation.

Kathleen Hogan
Deputy Assistant Secretary for Energy Efficiency, U.S. Department of Energy
Dr. Kathleen Hogan is the Deputy Assistant Secretary for Energy Efficiency in the Office of Energy Efficiency and Renewable Energy (EERE) at the U.S. Department of Energy. In this capacity, Dr. Hogan oversees a more than $900 million annual energy efficiency policy, program, and research portfolio including industrial, buildings, and vehicle technologies, along with federal energy management. As part of EERE's senior leadership, Dr. Hogan helps to oversee $16.8 billion in American Recovery and Reinvestment Act funding.
Prior to this position, Dr. Hogan served for more than 10 years as the Division Director at the U.S. Environmental Protection Agency responsible for the development and operation of EPA's clean energy programs focused on removing market barriers for energy efficiency and renewable energy. These programs included the ENERGY STAR® program, programs for combined heat and power and renewable energy, corporate leadership programs, and efforts focused on state clean energy policies. Under her management, ENERGY STAR grew to a national brand for energy efficiency across products, new homes, and buildings. She was also a key convener of the National Action Plan for Energy Efficiency and has served as a technical advisor on the boards of a number of national and regional energy efficiency organizations.
Earlier in her EPA career, Dr. Hogan developed and managed programs to address emissions of methane and the high global warming potential gases including programs with the natural gas, waste management, livestock, aluminum smelting, and electronics industries. She also worked to address methane emissions in the Russian natural gas system and was an expert contributor on these topics to assessment reports of the Intergovernmental Panel on Climate Change.
Dr. Hogan has been recognized for her work with a Presidential Rank Award, induction into the Energy Efficiency Hall of Fame of the U.S. Energy Association, and as a contributor to the Nobel Peace Prize awarded to the Intergovernmental Panel on Climate Change.
Dr. Hogan has a Ph.D. from the Department of Geography and Environmental Engineering at the Johns Hopkins University and a Bachelor of Science in Chemistry from Bucknell University.

Mario Hurtado
Executive Vice President-Development, Clean Line Energy
Mario Hurtado co-founded Clean Line Energy in 2009 and serves as Executive Vice President-Development of the company. In this role, Mario draws on 15 years of experience in the power and energy industries to advise the company's management on developing its four transmission line projects. In addition to his role on the management team, Mario leads the development efforts for the Plains & Eastern Clean Line transmission line that will connect clean wind energy produced in western Oklahoma, southwest Kansas, and the Texas Panhandle to consumers in eastern markets. Mario manages the regulatory procedures, outreach efforts, environmental considerations, and siting planning necessary for implementing the Plains & Eastern Clean Line.
Prior to joining Clean Line, Mario headed all development and operations in Central America and the Caribbean at Globeleq, a successful start-up power developer and operator focused on the emerging markets. While at Globeleq, Mario acquired, built and managed a portfolio of traditional and renewable electric generating plants. As an executive at Reliant Energy and Duke Energy, he led corporate transactions and managed the commercial issues involving large utilities and generating plants throughout Latin and North America. Mario received his Bachelor of Arts from Columbia University in New York City with a major in Political Science. He pursued his Master of Arts in International Relations with concentrations in International Economics and Latin American Studies at the Nitze School of Advanced International Studies, Johns Hopkins University in Washington, DC. Mario is involved in the Houston World Affairs Council, the National Association of Hispanic MBAs, and The Wind Coalition.

ACCOMPLISHMENTS
Prior to joining Advanced Energy, Ward Lenz worked at the Iowa State Energy Office in a variety of roles including energy data analyst, spokesperson and energy emergency coordinator. He served the state of Iowa as spokesperson for matters relating to ethanol, biodiesel, biomass, and landfill gas and wind energy, as well as for energy supplies and prices.
When he first joined Advanced Energy in 2001, Lenz served as the liaison between the organization and government agencies, working as a relationship manager and grant writer. Within a couple of years, he helped the company land more than $5 million in government contracts.
Today, Lenz has the dual responsibility of energy programs director and manager of the organization’s utility partners. He directs builder training programs for ENERGY STAR® and InUnison. Lenz also supervises research programs to measure builder approaches and the success levels of construction programs. He works with utility and volunteer groups to implement programs where volunteers complete basic energy efficiency measures in homes.
Lenz’s cross-functional leadership has led Advanced Energy in collaborating with groups in more than 30 states, the federal government and utilities across the country. His efforts continue to transform existing resources and partnerships into programs with significant impact.

Alice Lippert
Senior Technical Advisor, Office of Electricity Delivery and Energy Reliability, U.S. Department of Energy
Alice Lippert is currently employed with the U.S. Depart of Energy's Office of Electricity Delivery and Energy Reliability (OE) where she serves as the Senior Technical Advisor to the Office's Deputy Assistant Secretary of Infrastructure Security and Energy Restoration. She was formerly the Director of the Infrastructure Analysis and Planning Directorate, leading a team of analysts on energy infrastructure security and reliability projects. She is responsible for the State and Local Government Energy Assurance Outreach Program and the State Energy Emergency Assurance Coordinators' system. She also serves as the Office’s COOP Coordinator.
She also serves as a Senior Energy Infrastructure Analyst for emergency response and security programs. She has over 25 years dealing with oil and gas markets.
Prior to joining the current office, Ms. Lippert was employed as an Energy Economist with the Energy Information Administration (EIA) where she served as the Project Manager for the State Heating Oil and Propane Project and Survey Manager of EIA's Annual Fuel Oil and Kerosene Sales Report Project. She was one of EIA's resident petroleum analysts.
Prior to 1985, Ms. Lippert was also employed as an Economist for the Bureau of Labor Statistics', Consumer Expenditure Survey, a large household consumption survey used to update the basket of goods and services in the Consumer Price Index.
Ms. Lippert holds a Master of Science degree from the University of Wisconsin and a Bachelor of Arts from the University of North Dakota.

Jeff Marks is Deputy Director of the Maine Governor's Office of Energy Independence and Security (OEIS). In this role, Marks
- Advises the Governor, Legislature and State agencies on energy policy options, development and implementation.
- Represents the Governor in Legislative hearings and work sessions, on boards and committees and before constituents, businesses, non-profits and federal and local governments.
- Develops and revises the State Energy Plan, oversees and conducts studies and seek grants for programs and manages the State Energy Program.
- Provides policy, financing and technical support for businesses, non-profits and government entities to pursue federal, state and private energy efficiency, conservation and renewable energy project grants and incentives.
Prior to his state service, Marks was Director, Energy & Environmental, Health and Safety Policy and managed government relations activities for United Technologies Corporation (UTC) in Washington, DC. UTC is a leading Fortune 50 company with diverse technologies and services on the cutting edge of the aerospace, energy and building industries. He prepared and led successful legislative, regulatory and program strategies resulting in market opportunities for UTC products in commercial, government and residential buildings; critical extensions and enhancements of financial incentives for UTC renewable, energy efficient and alternative energy products; and key transformative provisions and programs for all of UTC's business units. Marks served as the political and policy liaison for Carrier (heating, air conditioning, refrigeration); Hamilton Sundstrand (aerospace, industrial products); Otis (elevators); Pratt & Whitney (aircraft engines, power systems); Sikorsky (helicopters); UTC Fire & Security (fire protection, security systems); UTC Power (fuel cells, renewable energy); and UTRC (research and development). Policy successes occurred in the following areas: high-performance and sustainable buildings; climate change; technology development and commercialization; and environmental, health and safety. Marks served on committees, coalitions and boards of directors, including the Alliance to Save Energy, Business Roundtable, International Climate Change Partnership, National Energy Resources Organization, Pew Center on Global Climate Change and U.S. Chamber of Commerce.
Prior to joining UTC, Marks worked with the National Association of Manufactures to develop official policy positions and advocate on a range of clean air, energy, climate change, biotechnology and environmental issues. He prepared news releases, issue briefs, public comments, talking points and testimony in order to state the NAM's recommendations to Congress, the White House and the public. He also managed the Air Quality Coalition, a broad-based organization whose nationwide membership includes businesses, associations and other groups representing millions of employees in every industrial sector and all 50 states. At the NAM, Marks worked on behalf of leading large, mid-sized and small companies in the chemical, electric utility, forest and paper, petroleum, iron and steel, cement, renewable energy, coal and other industries.
Marks has worked on all levels of government in various political and policy positions - with a city manager, a state senate president, a state attorney general and former U.S. Senate Majority Leader George Mitchell. He later served under the U.S. Advisory Commission on Intergovernmental Relations (ACIR), a delegation of elected and appointed leaders from all levels of government. Marks received his Bachelors of Arts degree in political science from the University of Southern Maine and his Master of Public Administration from the University of Southern California. Bill McShane
Director of Sales for the Sustainable Lighting Division, Philips Lighting Business Unit
Bill McShane is employed by Philips Lighting Business Unit Professional Luminaires North America (previously the Genlyte Group), in the Supply Division in Union, New Jersey. He currently has the position of Director of Sales for the Sustainable Lighting Division. His recent focus has been on aligning sales strategies with EPAct 2005 and developing turnkey lighting retrofit solutions. In addition to developing sales strategies, he is a part of various new product development teams including solar lighting, LED high-bay and others and the high-performance fluorescent product offerings. Bill leads the initiative to create public/private partnerships for Philips Lighting including the rail and transit workstream.
Philips Lighting North America has long been a leader in the development of energy-efficient lighting and controls, from high performance fixtures, to smart controls, to the integration of electronics.
Bill began his career in lighting with the Holophane Lighting Division of Acuity Brand as specification sales representative covering the Philadelphia market.
Bill’s lighting career has focused on the commercial, industrial and retail markets. His product focus has included HID, fluorescent and LED lighting systems, and architectural outdoor. His current focus is on energy-efficient lighting.
Prior to working in the lighting industry, Bill has extensive experience in construction management working for the Trammel Crow Corporation, Dewey Homes, and other regional construction companies.

Frank Murray
President and Chief Executive Officer, New York State Energy Research and Development
Francis J. Murray, Jr. was appointed President and Chief Executive Officer of the New York State Energy Research and Development Authority (NYSERDA) on January 26, 2009.
Prior to his appointment, Mr. Murray served as Senior Advisor at the international environmental consulting firm Ecology and Environment, Inc., where he provided strategic policy and market development guidance on environmental and energy issues to a number of private sector and not-for-profit clients. Mr. Murray also represented the Pace Energy and Climate Center and the Natural Resources Defense Council in the New York Public Service Commission proceeding to establish an energy efficiency portfolio standard program.
From 1996 to 1997, Mr. Murray was policy advisor to the United States Secretary of Energy, assisting in the development of the Clinton Administration’s national energy policy.
Mr. Murray served from 1992 to 1994 as the New York State Commissioner of Energy and Chairman of the NYSERDA Board of Directors, then a statutory function of the State Energy Commissioner. At that time, he also served as Chairman of the State Energy Planning Board, a multi-agency statutory board charged with the responsibility of developing a comprehensive, integrated energy plan for the State that integrated State energy, environmental and economic development policies.
In 1985, Mr. Murray was appointed Deputy Secretary to the Governor for Energy and the Environment, a position he held until 1992. He served from 1983 to 1985 as Assistant Secretary for Energy and the Environment in the administration of New York State Governor Mario M. Cuomo. He represented New York in numerous national and regional energy and environmental activities, including the Coalition of Northeastern Governors, the National Governors' Association, and the Council of Great Lakes Governors. Mr. Murray began his work on New York State energy issues as legislative counsel and then as an energy and environmental policy advisor to Governor Hugh Carey from 1977 to 1982. He began his career in public service as a legislative assistant to Congressman James V. Stanton (D-Ohio).
Mr. Murray serves on the board of numerous not-for-profit organizations, including the Alliance to Save Energy, the American Council for an Energy-Efficient Economy (ACEEE), the National Association of State Energy Officials, the Northeast Energy Efficiency Partnership, the New York State Smart Grid Consortium (Vice Chair), and the New York Battery and Energy Storage (NY-BEST) Consortium.
Mr. Murray received his Bachelor of Science in Foreign Service cum laude from the Edmund A. Walsh School of Foreign Service at Georgetown University, and his Juris Doctor from Georgetown University Law Center.

Shirley J. Neff
Chief Executive Officer , Association of Oil Pipelines
Shirley J. Neff is a former president and Chief Executive Officer of the Association of Oil Pipelines (AOPL), which she joined in November 2006. She is also a member of the federal Biomass R&D Technical Advisory Committee and the National Petroleum Council. Prior to AOPL, she was adjunct professor at the School of International and Public Affairs at Columbia University and an adviser to Goldwyn International Strategies. She was the economist for the U.S. Senate Committee on Energy and Natural Resources from 1993 to 1996 and from 1999 to 2003. While on the staff of the committee, she was responsible for oil and gas policy, international energy security, renewable energy, climate change, and energy tax matters. In addition to her Senate career, she has extensive private- and public-sector energy experience having worked for Royal Dutch Shell and the Interstate Natural Gas Association of America. She also serves on the advisory board of the Center for Energy Economics at the University of Texas at Austin and is a Senior Associate in the Energy and National Security Program at the Center for Strategic and International Studies. She is a past president and senior fellow of the U.S. Association for Energy Economics. She received her B.S. in economics from Iowa State University and her M.S. in economics from the University of Wisconsin at Madison.

Bill Nesmith
Senior Energy Advisor, NASEO
William Nesmith is currently the Senior Energy Advisor for the National Association of State Energy Officials (NASEO) located in Alexandria, Virginia. In this position Mr. Nesmith provides expert advice and consultation to NASEO on a variety of energy efficiency, renewable energy, sustainable development, and international programs. A major client for international advice is the United States Department of Energy.
Mr. Nesmith's background includes a Master of Science degree and over twenty-five years experience in the field of energy efficiency and renewable energy. He has worked as a land use planner for local government, been a program manager with state government, served as a public utilities specialist with the U.S. Department of Energy, Bonneville Power Administration, and served as the Assistant Director for Energy Efficiency at the Oregon Department of Energy.

LeAnn M. Oliver
Program Manager, Office of Weatherization and Intergovernmental Programs, U.S. Department of Energy
LeAnn Oliver joined the Department of Energy's Energy Efficiency Renewable Energy division in September of 2010, becoming the Program Manager for the Office of Weatherization and Intergovernmental Programs (OWIP).
From October of 2006 to her transfer to the Department of Energy, Ms. Oliver served as USDA Rural Development's Deputy Administrator for Cooperative Programs. Previously, Ms. Oliver was employed by the U.S. Small Business Administration (SBA) in a variety of roles. Most recently, she was the Acting Deputy Associate Deputy Administrator for Entrepreneurial Development, with responsibility for the Small Business Development Center, the Women’s Business Center, and the Service Corps of Retired Executives programs. In total, these programs provided over $100 million in grant funding for the training of emerging and existing entrepreneurs across the United States each year.
Ms. Oliver started her Federal career in SBA's finance programs, spending 5 years working on the creation of new loan products and other development issues, including logistical process re-engineering. She then served for 5 years as the Deputy Associate Administrator for Financial Assistance from May of 2000 through October of 2005. In that position, she managed a staff of 350 in headquarters and 9 remote production centers, and contracts employing 400. The office was responsible for guaranteeing 100,000 business loans ($20 billion) annually, with working capital and real estate financing ranging from less than $100,000 to more than $5 million. The office also serviced a $50 billion portfolio consisting of over 400,000 commercial guaranteed and direct disaster home loans.
Ms. Oliver holds a Masters Degree in Public Administration, with a concentration in public finance from State University of New York at Albany in New York State, and a Bachelor's degree in Political Science from Willamette University in Salem, Oregon.

Jeffrey R. Pillon
Director of Energy Assurance, NASEO
Jeffrey Pillon is the Director of Energy Assurance for the National Association of State Energy Officials (NASEO). In this capacity he is providing technical support to states who have received a total of $38 million nationally in support of a three year program to update their energy emergency response plans and work towards enhancing the resiliency of critical energy infrastructure. He also has Special Term Appointment to Argonne National Laboratory, Infrastructure Assurance Center.
Mr. Pillon has lectured nationally on energy assurance planning and preparedness and designed and assisted in conducting a series of multi-state regional energy emergency exercises and after action workshops. He is the principal author and editor of the State Energy Assurance Guidelines developed by NASEO and the National Association of Regulatory Utility Commissions (NARUC). He represents NASEO on the Government Coordinating Council for the Energy Sector under the National Infrastructure Protection Plan and serves on the Electric Power Research Institute’s Energy Efficiency/Smart Grid Public Advisory Group. He is the past chairs the Energy Data and Security Committee for the NASEO and a past member and chair of the NARUC Staff Subcommittee on Critical Infrastructure.
Mr. Pillon worked for the State of Michigan from 1973 to 2009. During this time he was Manager of Energy Data & Security for the Michigan Public Service Commission and was responsible for monitoring energy supply and demand, short term energy forecasting, emergency preparedness and management of the Commission’s website and information technology applications. He also served as the Emergency Management Coordinator for the Michigan Department of Energy, Labor & Economic Growth and represents the department at the State Emergency Operation Center. He was a member of the Michigan Homeland Security Preparedness Committee; Michigan Homeland Security Advisory Council; chaired the Michigan Critical Infrastructure Protection Committee and later co-chaired of the Energy Sector Committee of the Michigan Infrastructure Coordinating Committee.
Mr. Pillon is a graduate of Michigan State University in Political Science.

Brian Platt
Program Manager for the Process, Power, and FlexTech Program, NYSERDA
Brian Platt is the NYSERDA Program Manager for the Process, Power, and FlexTech program. He has worked 20 years in the energy field for New York State.
Previously, Brian worked for Shell Oil Company as a project manager for offshore process facilities and cogeneration plants. Brian is a New York State licensed professional engineer. He has a B.S. in Chemical Engineering from Cornell University.

Jim Ploger
Central Regional Coordinator, NASEO
Jim Ploger is a Regional Coordinator for the National Association of State Energy Officials (NASEO). He is responsible for a 10-state area of the Great Plains and Rocky Mountains. In July of 2009, Mr. Ploger retired from the Energy Office at the Kansas Corporation Commission (KCC). He worked for the KCC since 1991. Appointed the Division's Director in 1994, Mr. Ploger managed the U.S. Department of Energy's State Energy Program for Kansas. The Kansas program involved over $1 million in funding for renewable energy, energy efficiency and conservation programs. The office is the lead state agency for alternative fuel vehicle programs. Also included are renewable energy programs for biomass, solar, and wind energy resources. Other programs include energy education, energy conservation measures for schools, energy building codes and standards education and training programs, and energy efficiency programs for government, business and industry.
Mr. Ploger has held memberships in numerous energy related organizations and associations including the National Association of State Energy Officials (NASEO); Energy Services Coalition (ESC), National Board of Directors; Energy Programs Consortium (EPC), National Board of Directors; American Wind Energy Association (AWEA); National Wind Coordinating Collaborative (NASEO Delegate); Residential Energy Services Network (RESNET) Standards Committee; and numerous other energy associations and organizations.

Bob Repine
Acting Director, Oregon Department of Energy
Bob Repine was appointed Acting Director of Oregon Department of Energy May 2011. He joined the Oregon Department of Energy in May of 2009 to lead the newly formed Energy Development Services Division where the Business Energy Tax Credit (BETC), Small Energy Loan Program (SELP) and the Federal stimulus program, the American Recovery and Reinvestment Act (ARRA), were located.
Prior to joining the Department, he served as the Governor's Special Assistant, working on a variety of projects for the Department of Human Services. Before his work at DHS he was appointed as Director of the Oregon Economic and Community Development Department where he served for two years and Director of Oregon Housing and Community Services Department, serving for nine years. Before starting his career with the State of Oregon, he served as a member of the Oregon Legislature for 10 years, co-chairing the ways and means process for two terms.
Bob's extensive knowledge of State agency programs and policies and his long-standing relationship with the Legislature bring key elements to the Department of Energy.

Kara Saul Rinaldi
Executive Director, National Home Performance Council
Kara Saul Rinaldi is the Executive Director of the National Home Performance Council, a new non-profit, DC-based organization that is committed to promoting energy efficiency building retrofits, especially focused on whole-house retrofits.
Kara has directed national policy, communications, and grassroots campaigns spearheading education efforts with the Administration and Congress on tax, appropriations, and authorization issues for national and international NGOs and corporations. An expert in energy and climate policy, she has testified before congressional committees on energy policy and appeared in a variety of media including: Fox News, The News Hour with Jim Lehrer, CNBC, Business Week, USA Today, and The New York Time. Kara also appears in podcasts and as a news guest for National Public Radio.
Kara has authored numerous articles on energy policy for trade publications and provided many key note and panel presentations on energy and climate policy. She has also led delegations and ran strategy efforts at numerous UN FCCC Conference of Parties (COP) meetings including supporting both the US Green Building Council and Google at the recent Copenhagen climate summit.
Kara has also served as the Director of Government and Public Affairs for Owens Corning, the Senior Director of Policy for the Alliance to Save Energy and worked on the Climate Change Campaign at World Wildlife Fund and in the offices of Rep. Lynn C. Woolsey (D-Calif.) and Sen. Barbara Boxer (D-Calif.). Kara has been elected to the board of different energy and environmental groups and coalitions and has used her contacts with the non-profit community to assist industry in stakeholder engagement to advance clean and efficient energy policy.

Kenneth L. Seibert, PE, LEED AP
President, CMTA
Mr. Seibert is President of CMTA, the largest MEP consulting engineering firm in Kentucky and a top 60 firm in North America. Because of his leadership CMTA has gained a national reputation in the area of Net Zero Energy and high performance, energy efficient designs.
Mr. Seibert speaks nationally on high performance, sustainable buildings. He most recently spoke at the Army’s 2012 Net Zero Workshop in Chicago and Greenbuild 2011 in Toronto.
In September 2009, he was recognized by Kentucky Governor Steve Beshear with the 2009 Governor’s Energy Leadership Award. In addition to being an active speaker, Mr. Seibert recently published three articles in ASHRAE’s High Performing Buildings magazine.
Mr. Seibert graduated from the University of Kentucky in 1983 with a Bachelor of Science Degree in Mechanical Engineering. He has been a licensed engineer in Kentucky (#15342) since 1988. He is a LEED (Leadership in Energy & Environmental Design) Accredited Professional.

Mark Sylvia
Commissioner, Massachusetts Department of Energy Resources
Commissioner was appointed at the beginning of Governor Patrick’s second term to lead the Massachusetts Department of Energy Resources (DOER), which develops and implements policies and programs aimed at ensuring the adequacy, security, diversity, and cost-effectiveness of the Commonwealth’s energy supply within the context of creating a cleaner energy future. He represents Massachusetts as a Director on the Boards of the Regional Greenhouse Gas Initiative Inc., the National Association of State Energy Officials (Northeast Region), and the Massachusetts Clean Energy Center.
Sylvia served previously as the Director of DOER’s Green Community Division, providing programs and guidance to help the Commonwealth's 351 cities and towns transition to a cleaner energy future. In that role, he and his team oversaw the successful allocation of over $42 million in federal stimulus-funded Energy Efficiency and Conservation Block Grants, and established criteria for and implemented the signature initiative of the Green Communities Act – designating 53 cities and towns as Green Communities, distributing over $8 million in Green Communities grants to municipalities in 2010, and preparing to award another $3.62 million in early 2011 to help newly designated communities make local investments in energy efficiency and renewable energy.
Prior to joining the DOER in February, 2009, Sylvia was an official in Plymouth town government for over a decade, including serving as Assistant Town Manager and Acting Town Manager, before becoming Town Manager in 2005. Working closely with Plymouth's volunteer Energy Committee and professional staff, Sylvia helped lead numerous efforts in support of the Plymouth 2020 Plan – an initiative that set ambitious energy independence targets, including a goal to run all municipal buildings with renewable energy by the Town's 400th Anniversary. He led the team that negotiated a $37 million tax agreement and creation of a new Emergency Operations Center with Entergy Nuclear Power Company. Mark's experience also includes working as a contract consultant for Harvard Pilgrim Health Care.
Sylvia lives with his wife, son, and daughter in Fairhaven, where he served on the School Committee for six years and is the current elected Town Moderator. Mark earned a bachelor's degree in political science and a master’s degree in public administration from The American University in Washington, D.C.

William E. (Dub) Taylor
Director, State Energy Conservation Office, Texas Comptroller of Public Accounts
Dub Taylor is the Director of the State Energy Conservation Office (SECO), which is operated by the Texas Comptroller of Public Accounts. Under his direction, SECO helps the state make the most of domestic energy, reduce state and local government energy costs and promote cost-effective clean energy technologies. SECO's mission is to maximize energy efficiency while protecting the environment.
Prior to joining SECO in 1999, Taylor’s public sector experience includes six years with the Texas Railroad Commission’s Alternative Fuels Research and Education Division. Taylor's private sector experience was focused in commercial real estate, property appraisal and property tax consulting.
A native of Dallas and graduate of the University of Texas at Austin, Taylor resides in Austin with his wife, two children and two dogs. Taylor currently serves on, and is actively involved in a number of energy efficiency and clean energy-focused national, state and local organizations.

David Terry
Executive Director, National Association of State Energy Officials
David Terry is the Executive Director of the National Association of State Energy Officials and has worked with NASEO in a variety of capacities since 1996. Mr. Terry leads NASEO’s programs in support of the nation’s 56 State and Territory Energy Offices. The organization communicates the states’ views on virtually all national energy issues, including electricity policy, energy efficiency market transformation, renewable energy commercialization and deployment, industrial energy efficiency, energy assurance and reliability, building codes and efficiency, and climate oriented energy programs.
Mr. Terry has 20 years of experience working on a range of energy issues for such organizations as the Association of State Energy Research Institutions, Governors’ Biofuels Coalition, National Academy of Sciences, and the U.S. Department of Energy. Prior to working in the energy area, Mr. Terry was a statistical analyst for a market research firm, an analyst with the National Academy of Sciences, and a researcher for The Washington Post. He received a BA degree from Bowling Green State University, Bowling Green, Ohio, and he has completed graduate coursework in statistics and marketing at Virginia Tech, Blacksburg, Virginia.

Susan Tierney
Managing Principal, Analysis Group
Dr. Tierney is an expert on energy policy and economics, specializing in the electric and gas industries. She has consulted to companies, governments, non-profits, and other organizations on energy markets, economic and environmental regulation and strategy, and energy facility projects. Her expert witness, business consulting, and arbitration services have involved industry restructuring, market analyses, regulatory policies for renewables and energy efficiency, transmission planning, siting and cost-allocation, wholesale and retail market design, contract disputes, resource planning, resource procurement analysis, market monitoring, and asset valuations. In addition, Dr. Tierney's work has covered regional transmission organizations, siting of generation and transmission facilities and natural gas pipeline projects, natural gas markets, electric system reliability, and environmental policy and regulation. A former Assistant Secretary for Policy at the U.S. Department of Energy and state public utility commissioner, she is chairman of the board of the Energy Foundation and a member of the National Commission on Energy Policy and the Secretary of Energy's Advisory Board. She has published widely and frequently speaks at industry conferences.

Barbara Tyran
Director, Washington & State Relations, EPRI
Barbara Tyran is Director, Washington & State Relations, in EPRI’s office in Washington DC. She serves as the principal liaison between EPRI executive management, and Congress, the Administration, the national trade associations, the national leadership of the state public utility commissions, state legislators/regulators, and the Washington energy community.
Ms. Tyran joined EPRI in 1998 after serving for several years as Manager of Federal Government Affairs for two electric utilities, Kansas City Power & Light (now Great Plains Energy, Inc.) and Empire District Electric Company. Previously, she was the Washington Representative for the Detroit Edison Company (now DTE Energy).
Prior to that, Ms. Tyran worked as a management consultant, initially with Booz Allen & Hamilton in their Institutional Management Consulting Division and subsequently, with Pace Corporation, where she was engaged with energy-related clients in both the private and public sectors.
Ms. Tyran holds a BA degree with Honors from Stanford University and an MBA from Yale University. In recognition of her electricity industry expertise and knowledge, she was appointed in 2005 by the Secretary of Commerce to the Industry Trade Advisory Committee on Energy and Energy Services and elected Chairman in 2010. Ms. Tyran also serves on the Industrial Advisory Board at Lehigh University’s Energy Systems Engineering Institute, the Board of Directors for the Women’s Council on Energy & the Environment, and the Executive Council of the USEA/Johnson Controls Energy Efficiency Forum.

Chandler Von Schrader
Home Performance with ENERGY STAR Manager, U.S. Environmental Protection Agency
Chandler Von Schrader has been in the energy efficiency industry since 1981, primarily in the Washington DC metro area. His first energy efficiency work was selling and installing domestic hot water solar systems. From solar Chandler moved into providing utility residential energy audits and performed thousands. This quickly led to running weatherization crews for local utilities and delivering demand side management (DSM) activities that included: commercial lighting, large scale multi-family lighting, low income energy efficiency services, whole house diagnostics and full scale remediation. Along the way Chandler has worked for utilities, an electric cooperative, a weatherization fund, an unregulated utility service company and has been part owner of a kitchen and bath remodeling company and an energy service company (ESCO). Lastly, to round out Chandler's residential service delivery resume, he went to work for a mid size Northern Virginia HVAC company providing marketing and sales support. For the past seven years Chandler has worked for EPA promoting energy efficiency best practices in the HVAC, Home Performance and Remodeling industries and is the national manager of HPwES activities.

Jeremiah Williams
Fellow, Building Energy Codes Program, U.S. Department of Energy
Jeremiah Williams is a Fellow with the U.S. Department of Energy’s Office of Building Technologies Program in Washington, D.C. where he focuses on residential energy code development, Advanced Energy Design Guides (AEDGs), and energy code compliance.
Mr. Williams has an educational background in Business, Education, Construction Management. He worked Michigan State University as Senior Graduate Research Assistant at the Center for Construction Project Performance, Assessment and Improvement where he focuses his research on energy code compliance. In addition, Mr. Williams was coordinated the Michigan Energy Code Training and Implementation Program in Michigan - which was a joint effort between the State of Michigan and Michigan State University.

Bill Willis
Program Coordinator, West Virginia Division of Energy
Bill Willis is a program coordinator for the Energy Efficiency Program (EEP), a unit of the West Virginia Division of Energy (WVDOE). Mr. Willis currently serves as a program manager for the American Recovery and Reinvestment Act’s Energy Efficiency and Conservation Block Grant program. This $9.5 million stimulus-funded activity provides funding for energy efficiency activities in local governments. Mr. Willis also works with the Industry of the Future –WV program and Projects with Industries programs. These programs deliver energy efficiency assistance to West Virginia industrial and manufacturing sectors. Other duty areas include serving as program contact for the Saving Energy in West Virginia Schools program, renewable energy, recycling and energy emergency planning activities. Mr. Willis has a B.A. degree from Morris Harvey College, now the University of Charleston, and a Masters of Public Administration degree from West Virginia University.

Tracy L. Woodard
Director of Government Affairs, Nissan North America
Tracy Woodard is the Director of Government Affairs for Nissan's North American Operations. She is responsible for all federal and state government activities in the United States, including monitoring federal and state legislative and regulatory issues. Ms. Woodard is the head of the Washington, DC government affairs office, where she spends a great deal of her time. She also manages contract lobbyists who represent Nissan. For the last two years, she has been helping lead Nissan’s holistic approach to introducing the Nissan LEAF. Ms. Woodard is responsible for local, regional, and state government interaction as well as with other stakeholders such as utilities, major employers, universities, etc.
Ms. Woodard came to Nissan from the Nashville‐based firm of Smith, Johnson & Carr, where she worked as a lobbyist for seven years. Previously, she had served as a legislative assistant for the Tennessee General Assembly and as a research aide for the Energy Environment and Research Center in Knoxville.
She has a Bachelor of Arts degree in political science from the University of Tennessee. A native of Jefferson City, Tennessee, Ms. Woodward now lives in Nashville, and her office is located at Nissan’s North American headquarters.

Malcolm Woolf
Director, Maryland Energy Administration
Malcolm Woolf was appointed in June 2007 by Governor Martin O'Malley to lead the Maryland Energy Administration in promoting affordable, reliable and clean energy. In this role, he helped enact and implement the most ambitious set of energy goals in the nation, including the EmPOWER Maryland Act seeking a 15% reduction in peak demand and overall electricity consumption, a 20% renewable standard, and a 25% reduction in greenhouse gas emissions. To achieve these goals, MEA has launched numerous innovative new programs to promote greater use of clean energy technologies. Several of these programs have received national recognition, including the Generating Clean Horizons program which was recently named one of the “top 25 innovations in American government” by Harvard University’s John F Kennedy School.
An energy expert with experience at the national level and in the private sector, Mr. Woolf is the chair of the National Association of State Energy Officials (NASEO), has twice been invited to testify before the Senate Energy Committee, and is frequently featured in national media, including NPR and CNN.
Mr. Woolf was previously the Director of the National Governors Association's Natural Resources Committee, which shapes federal policy on energy, agriculture, the environment, and natural resources. While with the NGA, Woolf launched the NGA's Energy Project to evaluate and prioritize state and federal energy policies and shape the federal energy agenda. Mr. Woolf also served as Counsel to the U.S. Senate Environment and Public Works Committee, working on energy and environment issues, including renewable and rural energy. Mr. Woolf was also a Senior Attorney with the U.S. Environmental Protection Agency, and an Environmental and Energy Associate with both Winston & Strawn and Piper & Marbury L.L.P.
Mr. Woolf received his B.A. magna cum laude from Tufts University and Pembroke College, Oxford University. He earned a Masters of Public Administration and Public Policy and a J.D. from the University of Virginia.

Johanna Zetterberg
Office of Energy Efficiency and Renewable Energy, U.S. Department of Energy
Johanna supports states implementing policy and program initiatives to increase investments in energy efficiency through the State Energy Program and the State Energy Efficiency Action Network.
Johanna is a graduate of the Presidential Management Fellowship Program and is a French-American Foundation Young Leader. She holds a Master of Environmental Management from the Yale School of Forestry and Environmental Studies and a B.A. from Pomona College. She has previous experience at the California Public Utilities Commission, the Rockefeller Brothers Fund, and the Sierra Club.
